《中国共产党政法工作条例》 学习心得体会
近日，中共通过印发了《中国共产党政法工作条例》，以党内基本法规的形式，对党领导政法工作作出规定，把党长期以来领导政法工作的成功经验转化为制度成果，是坚持和发展中国特色社会主义制度、推进国家治理体系和治理能力现代化的必然要求，是实现依法治国与依规治党有机统一的重要举措。对此作为党员干部，我进行了认真学习，获得以下体会：
一、政法工作条例核心内容
首先，《中国共产党政法工作条例》以党内基本法规的形式，对党领导政法工作作出规定，把党长期以来领导政法工作的成功经验转化为制度成果，是坚持和发展中国特色社会主义制度、推进国家治理体系和治理能力现代化的必然要求，是实现依法治国与依规治党有机统一的重要举措。
其次，贯彻落实《中国共产党政法工作条例》，要制定配套规定，健全体制机制，最关键的是要坚持党中央集中统一领导，坚决听从党中央指挥，坚决贯彻党中央决策部署，确保政法工作沿着正确方向前进。
再者，各级党委要加强对本地区政法工作的领导，研究解决好政法工作中的重大问题。党委政法委要发挥好牵头抓

总、统筹协调、督办落实等作用。政法机关党组织要加强对本单位政法工作的领导，履行好职责。
最后，要认识到党的领导和社会主义法治是一致的，只有坚持党的领导，人民当家作主才能充分实现，国家和社会生活制度化、法治化才能有序推进。保证司法机关依法独立公正行使职权，是党的明确主张。各级党组织和领导干部要支持司法机关依法独立公正行使职权，支持政法各单位依照宪法法律独立负责、协调一致开展工作。
二、加强政法条例贯彻落实
纲举目张，执本末从。党的领导是中国特色社会主义法治之魂，党的领导是政法工作的最高原则、最大优势。习近平总书记多次强调，我们全面推进依法治国，绝不是要虚化、弱化甚至动摇、否定党的领导，而是为了进一步巩固党的执政地位、改善党的执政方式、提高党的执政能力，保证党和国家长治久安。我们党员干部、政法工作者要以此为遵循，确保在政治立场、政治方向、政治原则、政治道路上同以习近平同志为核心的党中央保持高度一致，矢志不渝做社会主义法治国家的守护者和建设者。
一是贯彻条例精神，全面加强党对政法工作的领导要把学习贯彻习近平新时代中国特色社会主义思想尤其是习近平总书记关于全面依法治国的重要论述作为首要任务，树牢 “ 四个意识 ” 、坚决做到 “ 两个维护 ” ，锻造绝对忠诚。要有

理想信仰，牢记初心使命，坚持社会主义法治道路。要强化阵地意识，充分认识到政法工作是维护国家安全和社会稳定的重要政治性工作，是实行人民民主专政的重要保障，确保牢牢掌握在党和人民手中。要坚持法治思维，做到正确立法、严格执法和公正司法，让人民群众在每一个案件中感受到公平正义。
二是贯彻条例精神，全面加强党对政法工作的领导，要把握好依法治国与依规治党的关系。一方面，党要通过法定程序使党的主张转化为国家意志，进而实现对国家和社会的全面领导;另一方面，各级党组织和领导干部要以宪法法律规范为准绳，以维护法律尊严为履职尽责之圭臬，在思想上增强法治意识、弘扬法治精神，在实践中坚决杜绝以言代法、以权压法、徇私枉法，自觉按法定权限、规则、程序办事，做到带头守法、模范守法。
三是贯彻条例精神，全面加强党对政法工作的领导，要突出政治领导。习总书记深刻指出，“我们党的政策和国家法律都是人民根本意志的反映，在本质上是一致的”。没有党的领导或弱化了党的领导，甚至虚化了党的领导，政法工作就无法坚持正确的政治方向、政治理念、政治原则。政法工作所执行的党的政策和法律，都是在党的领导下制定的。所以，坚持党的领导是政法工作的首要原则。
四是贯彻 条例精神，全面加强党对政法工作的领导，要

加强思想领导。思想是一切行动的先导，思想舆论阵地一旦被突破，其他防线就很难守得住。所以，要坚持做好政法队伍的思想政治建设。政法队伍人员是中国特色社会主义法治的具体建设者和实践者，必须依靠经常化科学化制度化、突出职业特点的思想政治教育和组织纪律教育，不断增强政法队伍的“四个意识”，强化“四个自信”，保持政治定力和政治鉴别力，不受错误思潮影响，坚定不移走中国特色社会主义法治道路。
五是贯彻条例精神，全面加强党对政法工作的领导，要坚持依法领导。习近平总书记强调，我们全面推进依法治国，绝不是要虚化、弱化甚至动摇、否定党的领导，而是为了进一步巩固党的执政地位、改善党的执政方式、提高党的执政能力，保证党和国家长治久安。因此，党对政法工作的领导坚持依法依规既体现现代政治的普遍要求，又具有权威性、稳定性、连续性和规范性的优点。
六是贯彻条例精神，全面加强党对政法工作的领导，要旗帜鲜明讲政治，切实把党的绝对领导贯彻到工作各方面、全过程。党的领导和社会主义法治是一致的，只有坚持党的领导，国家和社会生活制度化、法治化才能有序推进。党的领导是具体的，不是抽象的，应当体现在工作和行动上。
七是贯彻条例精神，全面加强党对政法工作的领导，要要严格执行向党委请示报告重大事项制度。既要报忧，也要

报喜，对单位出台的重要制度、重要决策、重大案件，对单位工作取得的重要成绩、重要工作进展情况，都要及时向党委政法委报告，以便党委更好地了解和领导我们的工作。
八是贯彻条例精神，全面加强党对政法工作的领导，要做好条例学习贯彻落实。条例以党内基本法规的形式，把党领导政法工作的成功经验转化为制度成果，是实现依法治国和依规治党有机统一的重要举措。条例印发后，我们要认真学习领会，理解掌握核心要义，把学习条例与学习习近平新时代中国特色社会主义思想结合起来，强化党的政治领导、思想领导、组织领导，切实把条例精神贯彻落实到法院工作中，确保法院工作沿着正确方向前进。
